Dallas Bans Sale Of Puppies Kittens At Pet Stores Ordinance To Cut Down On Puppy Mills
DALLAS – The Dallas City Council passed an ordinance to ban the sale of puppies and kittens in pet stores.
Animal welfare organizations proposed the Dallas Humane Pet Store Ordinance in December 2020. Advocates for the measure said they supported it to help end such sales at pet stores.
The ordinance also encourages stores to work with animal rescues and shelters to offer pets for adoption, according to supporters.
Since January 2021, we have been working tirelessly to pass this ordinance to close the puppy mill pipeline to Dallas, said Stacy Sutton Kerby, with the Texas Humane Legislation Network.
Organizers with the network said Dallas joins Austin, College Station, El Paso, Fort Worth, Houston, San Antonio and other Texas cities that have passed a similar ordinance.
This ordinance will support dozens of local humane pet stores in Dallas that do not sell puppies but rather adopt puppies who desperately need loving families, said Karen Froehlich, with the SPCA of Texas.
The city reports the ordinance will take effect in November.

Hochul Urged To Ban Dog Cat And Rabbit Sales In Stores
New York lawmakers and animal advocates are making a final push to have Gov. Kathy Hochul sign a measure banning the sale of dogs, cats and rabbits from retail stores.
The measure, opposed by pet stores, was approved earlier this year by state lawmakers and is now on Hochul’s desk for her consideration.
Albany-area lawmakers on Monday, along with ASPCA officials from the region, urged Hochul to grant the measure final approval. The New York State Animal Protection Federation distributed post cards to the governor’s office highlighting support of the proposal from voters.
âOf the $123.6B spent on pets in the United States, less than two percent comes from the sale of puppies, kittens and rabbits,” said Libby Post, the group’s executive director. “This is an opportunity for these pet stores to rebrand as humane businesses. New York can no longer afford to be complicit in animal abuse and as long as we allow puppy mills to bring their âproductâ into the state, the Empire State is guilty of abuse. The overwhelming support from both sides of the aisle for this bill shows that the last bastion of nonpartisanship is puppies and kittens. Governor Hochul should join in this agreement and sign the bill.â
The measure received backing from Republicans and Democrats in Legislature it was sponsored by state Assemblywoman Linda Rosenthal and state Sen. Mike Gianaris.

New Dallas Ordinance Will Ban Puppy And Kitten Sales From Pet Stores

In May, the Dallas City Council unanimously passed the Humane Pet Store Ordinance, banning the sale of puppies and kittens in pet stores. The ordinance is intended to curb cruel breeding practices from out-of-state pet mills. It takes effect in November.
The new ordinance will support Dallas humane pet stores and shelters by encouraging those who want to provide a loving home for a dog or cat to adopt, dont shop.
Stacy Sutton Kerby is the director of government relations for the Texas Humane Legislation Network, or THLN. She spoke to Texas Standard about what this ordinance means for Dallas, and perhaps beyond. Listen to the interview above or read the transcript below.

Sale Of Puppy Orkitten Prohibited Acts Penalty
A person,other than an animal control facility,animal rescue, or animal shelter, who sells a puppy or kittenunder eight weeks of age without its mother is guilty of a Class V misdemeanor.
For purposes of this section:
Animal control facility means a facility operated by thestate or any political subdivision of the state for the purpose of impoundingor harboring seized, stray, homeless, abandoned, or unwanted animals
Animalrescue means a person or group of persons who hold themselves out as an animalrescue, accept or solicit for dogs or cats with the intention of finding permanentadoptive homes or providing lifelong care for such dogs or cats, or who usefoster homes as defined in section 54-626 as the primary means of housingdogs or cats and
Animalshelter means a facility used to house or contain dogs or cats and owned,operated, or maintained by an incorporated humane society, animal welfaresociety, society for the prevention of cruelty to animals, or other nonprofitorganization devoted to the welfare, protection, and humane treatment of suchanimals.
