Nineteen Persian kittens were seized from a home on the 1800 block of West Passyunk Avenue on Tuesday.
PSPCA Officers removed the cats after acting on a tip.
They say several of the Persians had minor medical or grooming issues.
Officials say the investigation into the breeder is ongoing.

If youre up to the challenges of caring for a Persian cat, both Dr. Siracusa and Blass strongly recommend doing extensive research when looking for a breeder.
You want to adopt a cat from someone whos willing to talk to you, can answer all of your questions and offers references. You also might want to ask for vet records and if their cats are tested for genetic disorders, Blass says.
Persians can be prone to heart, eye, kidney, breathing and bladder issues, so you want to be sure that the cat youre interested in adopting has a clean history and a clean bill of health.
While Persian cats are a lot of work, they do make great pets. Theyre not low-maintenance at all, but theyre super sociable, friendly, smart and great to be around, Blass says.

Persian Cat Grooming Requirements
Dr. Siracusa says that he would spend upwards of an hour daily brushing his Persian cats. Persian undercoats tend to knot very easily, so you have to be sure that the knots dont turn into mats, which can be painful and need to be removed.
There are lots of brushes available for cats, but Persian cat owners should look for one thats able to get through their kittys long fur. A double-sided brush, like the JW Pet double-sided cat brush, offers two options if youre unsure which will work best for your cat.
Blass adds that keeping Persians fur pristine isnt just a matter of daily brushing. Because Persians coats are so long, sometimes their waste gets stuck when they use the litter box, Blass explains. As a result, they can get really fussy about their litter boxes and may start to eliminate in other places.
Blass says that some Persian owners get their Persian cats bellies and back legs shaved to reduce some of the issues that come with cat litter box usage, noting, Trimming these areas can help the cats feel more comfortable. It is recommended to have a professional groomer trim or shave your Persian cats fur instead of doing it at home.
Of course, standard grooming also applies to Persian cats, and owners should be equipped to do a quick nail clip if necessary.
Are Persians Good Family Cats
Persians make great family cats!
They are gentle, loving, and affectionate. They also get along well with other pets, so if you have a dog or another cat, they will likely get along just fine.
Of course, as with any pet, it is always best to introduce them slowly and supervised at first to make sure everyone gets along okay.
Persians are also relatively low-maintenance when it comes to grooming.
The only real drawback is that their long, thick fur does require daily brushing and combing to prevent knots and mats from forming.
But thats more fun than it is a chore and other than that, they are a relatively easy breed to take care of.

A mills focus is to produce and sell as many kittens as possible, so no attention is paid to their emotional and physical needs, their potential homes, or ongoing care.
Many cat mill kittens are sold online or in pet stores, but some pose as reputable breeders. It can be difficult to tell if a breeder is legitimate or a pet mill, but here are some tips:
- Reputable breeders care about the owners and their kittens wellbeing, often asking possible buyers to sign contracts with restrictions on breeding rights, spaying and neutering, and declawing.
- Reputable breeders include veterinary exam records and health guarantees for their cats and kittens. Some may also provide a spay or neuter, first vaccinations, and deworming.
- Reputable breeders encourage potential owners to visit the facility to meet the parents and kittens.
While there may be exceptions, like the one on this list, reputable breeders will want potential owners to pick up their kitten in person. Depending on the rest of the conditions, a breeder willing to ship a kitten may be breeding in high volume and looking to unload kittens as quickly as possible.

Catteries that are accredited by The International Cat Association or the Cat Fanciers Association are a good place to start your search.
These associations have certain standards that breeders must adhere to in order to be accredited.
Additionally, it is always best to visit the cattery in person if possible. This will give you a chance to see how the cats are being raised and meet the breeder in person.
When visiting a cattery, pay attention to the cleanliness of the facilities and how the cats appear to be treated.
The breeder should also be able to answer any questions you have about their kittens and provide you with paperwork, such as registration documents and health records.
The Personality Of Persian Cats
Persian cats are known for being sweet, gentle animals. Dr. Carlo Siracusa, DVM, PhD, MS, is an assistant professor of clinical animal behavior and the director of small animal behavior service in the Department of Clinical Sciences and Advanced Medicine at the University of Pennsylvania School of Veterinary Medicine in Philadelphia and was once a breeder of Persian cats.
He says, The breed is very mellow and very quiet. Theyre not necessarily active, especially once theyre older. They also tend to get tired very easily.
Yody Blass, MA, a certified animal behaviorist at Companion Animal Behavior, which offers behavior solutions for dogs and cats in the Washington, D.C. area, has owned several Persian cats over the years. She agrees with Dr. Siracusa, adding, These cats can be active when they want to be, but theyre never bouncing off the walls. Theyre a good fit if you have a quieter lifestyle.
