Cleaning the litter box in an apartment is no easy task but there are some things you can do to make it a bit easier.
My first couple of tips are all actually about trying to avoid cleaning in the apartment but instead just making it easy to dispose of your cats used litter. There are a couple of ways to do this. First, we have litter box liners. These work well for apartments as you will never have to deep clean the litter box. It works by putting a plastic liner between the litter box and the litter, and you scoop the litter box how you normally would once or twice a day until the litter and box is dirty enough where you would typically have to clean your cats litter box. Then, you proceed to take the liner out with the litter and dispose of it in the garbage. Here is a great article on using liners. The other method is using disposable litter boxes, and it works similarly to the method above, you just throw both the litter box and the litter inside of the box out about once a week or so.
Another option for cleaning is to use wipes instead of water. Cleaning with soap and water is the better option as it will make the cat litter box much cleaner and it will be easier to make it clean, but it is definitely possible to just use wipes to clean a litter box.
